This time it was former hottie Jan Stephenson giving it a try on the Senior PGA Tour. Three days later, she finishes tied for last after posting 80-84-78 and making just one birdie.... |

The international aspects of this complex topic are under discussion in ITU-T Study Group 3. A Unit of the Information Society Directorate-General of the European Commission has posted some excellent summaries and materials on the current state of discussions in the ITU on international Internet connectivity, in particular from the recent June 2003 meeting in Geneva and an earlier meeting.in April in Brussels. |

Blogger News Item (Oct 13 2003 02:29 GMT) - FCC May be Forced to Reconsider Cable Interconnection Rights. Reuters reports that the Ninth US Circuit Court of Appeals, California, is forcing the Federal Communications Commission (FCC) to re-evaluate the classification of cable internet services. The action was a result of an appeal by the Consumer Federation of America, the Consumers Union, the Center for Digital Democracy, Earthlink and Verizon Communications, following the FCC's decision to classify cable internet as information services rather than telecommunications. This classification prevents other operators from gaining access to cable networks, which is not the case for asymmetric digital subscriber line (ADSL) operators, which have to provide rivals with access to their networks. The same fixed lines that support ADSL infact constitute telecoms services and therefore companies like AOL Time Warner and Charter Communications should provide rivals with access to their cable networks [ITU Strategy and Policy Unit: |

Blogger News Item (Oct 13 2003 02:29 GMT) - Italian regulator stamps guidelines on photo messaging. The Italian data-protection authority has introduced a set of guidelines governing how MMS services and camera phones can be used. The guidelines have been issued to ensure that camera phones do not infringe individuals' rights to privacy. The regulations state that it is prohibited to disseminate a photo captured on a phone to a wide audience - for example, by uploading it to a web site - without the prior permission of the person in the photo. The ruling would nip in the bud the nascent market for moblogging - posting photos directly from a handset to a web site. |

This is a good supplement to the related information at Bill Manning's EP.NET site. Another good resource site is Packet Clearing House (PCH) who run a mailing list called exchange-construction with archives for people who are involved in the construction of new Internet exchanges to ask questions and receive answers regarding the technological, organizational, financial, legal, and regulatory issues involved in constructing new Internet exchanges. |
