They say some local libraries demonstrated just how much that cut could affect services. There were black decorations everywhere. Half of the computers were covered, and many of the bookcases have been taped off. "Once you know how many resources you don't have to work with, then you have to look at all the things you provide and decide where to make those cuts," said Susan Hauer, with Lancaster County Libraries.
