Conservation: Vandalism made official (Nov 12 2003 17:59 GMT)

- There have been many turning points in the evolution of national consciousness, such as the Silent Valley case which catalysed the environmental movement and the Mathura rape case which galvanised the movement for gender justice. The desecration of the Red Fort - the national icon of our Independence - should similarly highlight the urgent need to change our attitudes towards the conservation of our architectural heritage.

Focus: Hindutva Urbanism (Nov 12 2003 17:59 GMT)

- Two articles by Manas Dasgupta in The Hindu, posted for a possible Public Discussion: There is certainly a drive in our civic space[s] since the Babari Mosque “vidhvans” [i], designed to re-structure space in a Hindutva image. Yet we have not seen a discourse in architecture that studies this, and parallels the "saffronisation" of South Asia discourse in related disciplines.

A young professional's poser (Nov 12 2003 17:59 GMT)

- "I would like to ask what does a young professional like me do so as to stop this kind of un-professionalism from spreading further," ends a comment posted on Enaction, signed young Architect / designer. A question about accountability for those not young? A question about survival for those not old? A question about responsibility for all? A question that won't disappear.

Narela relocation project (Nov 12 2003 17:59 GMT)

- Thousands of families relocated to sub-standard housing without livelihood opportunities in Narela seem caught in a freeze frame from the last millenium. Hundreds of public representatives, servants and saviours, busy with the business of their betterment, seem not to see that what should not have been at all cannot be fixed with trifling tinkering.

Industrial land in Delhi 2003-02 + (Nov 12 2003 17:59 GMT)

- In February 2003 MoUD announced that a Plan modification has been notified to permit in five special industrial areas all types of industries. In view of recent court directions against misuse of industrial space, this stands out for its brazenness in the larger clutch of 'policies' being announced and demanded to downsize legitimate entitlements in use of planned industrial space.

Industrial Development in Delhi (Nov 12 2003 17:59 GMT)

- Delhi's Master Plan estimated 100,000 industrial units by 2001 and set aside over 2000 hectares of space for them. Most units are functioning in illegal problematic ways because nearly none of this was developed.

'Regularising' industries in Delhi (Nov 12 2003 17:59 GMT)

- Delhi's industries in places not meant for them need development of space meant for them in the Master Plan, not regularisation, which will not solve their problems, only spare their space for other uses.

Delhi Metro Rail/Property Development (Nov 12 2003 17:59 GMT)

- In 2002 Delhi-ites began riding the Metro. In 2003 Delhi’s real estate is poised to ride it. Property development along the Metro line is the newest mantra. It is being chanted in the vein of a suggestion, but a barely publicised Public Notice set property development rolling a week before the Metro itself.

Conservation and development (Nov 12 2003 17:59 GMT)

- Protection of past heritage and development for future needs are goals that are not readily synergetic. It is true that heritage goals have long been second fiddle. But it is also true that at least some institutions of the conservation profession now wield considerable influence. It becomes important, therefore, to clearly define priorities within and inter-relationships between heritage and development concerns in a longer and larger perspective so as to foster synergy, not conflict.

Delhi Master Plan/MCD (Nov 12 2003 17:59 GMT)

- Municipal Corporation of Delhi has staked a claim to having its say on the Master Plan for Delhi on the basis of the ubiquitous exhortation of the Constitution (74th) Amendment Act and its extended philosophy. Its claim, however, perhaps would be better judged on the basis of its past performance in relation to planned development using the powers already available to it.

Delhi Master Plan/Politics of Planning (Nov 12 2003 17:59 GMT)

- This is not a learned piece about how ideological stances do or do not, can or cannot, should or should not, guide planning. This is just a whistleblower’s account of just some developments spread over just ten days that clearly show (at least to the author) that it is pack-up time for planners. Politics of planning to facilitate politics of development has come of age.

Right housing Rights/Rangpuri Pahari (Nov 12 2003 17:59 GMT)

- We, in professions or politics or government or NGOs, call them ‘slums’, their residents ‘poor’ and ‘vulnerable’ if we are good guys or ‘encroachers’ and ‘migrants’ and more if we are bad guys. In democracy that must surely be in infancy if not actually stillborn, ‘we’ do not even think of ‘them’ as citizens. Rangpuri Pahari Malakpur Kohi is a ‘slum’ because we say so. Its residents are citizens because their actions say so, in ways that many if not most of us have yet to learn to speak.

Right housing Rights/Arjun Camp 02-07 + (Nov 12 2003 17:59 GMT)

- Citizens’ groups from both slums and upper income flats in Vasant Kunj in Delhi are opposing a slum demolition, out of self-interest, within the ambit of the city’s statutory Master Plan. This on-going chronicle underscores the robustness of existing planning provisions and the inevitability with which contemporary ‘alternatives’

Industrial land in Delhi 2002-08-31+ (Nov 12 2003 17:59 GMT)

- The Union Ministry of Urban development is poised to send a note on conversion of industrial and commercial plots in Delhi from lease-hold to free-hold to the Cabinet for approval. This move is expected, among other things, to allow for industrial land to be used for other purposes. In the context of recent and continuing developments in respect of industries as well as lately exposed land scams, this development throws up a number of questions relating to commodification of urban land and politics of urban development that beg urgent professional dialogue.

cunt: a cultural history (Nov 12 2003 17:59 GMT)

- Very little has been written about the word 'cunt'. The longest account currently available is an entry in Hugh Rawson's Dictionary Of Invective, in which he calls 'cunt' "The most heavily tabooed of all English words" (1989). Rawson's 'cunt' article is five pages long, though other tabooed words such as 'fuck' and 'nigger' have whole books devoted to them. I feel that 'cunt' deserves a similarly extensive analysis, and I hope that Cunt: A Cultural History will serve as a comprehensive study of this ancient and powerful word.
