Helpline Comment (24823) (Dec 22 2003 15:59 GMT) - I have a 486 33mhz pc that I would like to upgrade. The cpu just pops out & I have gotten ahold to some 486dx 66mhz cpu's & some 486dx 100mhz cpu's. If I took the old 33mhz cpu out & popped in the 486 66mhz cpu will it work. Thought I would ask here before doing it as I didn't want to blow anything up. |

William Gurley discusses a recent 9th Circuit Court opinion that threatens to stifle the Internet as we know it by placing broadband services under the regulatory purview of public utility commissions. [Link] We should all know by now that rather than increasing competition, regulation typically reinforces monopolies and oligopolies. Start-ups will not and cannot prevail in heavily regulated industries. They lack the required resources and capital to manage 50 different utility commissions on 100 different regulatory issues. |
