- THE Nuclear Non-proliferation Treaty is arguably the most popular treaty in history. In force since 1970, every nation in the world is part of it except India, Pakistan, Cuba, Israel and North Korea, which withdrew last year. For more than three decades, it has helped curb the spread of nuclear weapons. Since 9/11, however, and especially in recent months, the viability of the treaty has been called into question. Some say it is obsolete.
