06./07.02 2004 Background information about NATO security conference (Jan 04 2004 18:58 GMT) - After the unconditional capitulation of Nazi Wehrmacht in 1945, the Western Allies USA, Great Britain and France decided that Western Germany, as a state at the border of the “communist” Eastern block, should play a key role in „defence”. This role could only be fulfilled by the re-construction of a German army. So, in 1956, the new Western-German army, called “Bundeswehr”, was founded; already one year before, Western Germany had become member of the NATO. From now on, the Western German army should be well integrated into the western-capitalist coalition. |

Stop-Loss Order Update (Jan 04 2004 18:57 GMT) - Here's more info on the Army's institution of stop-loss measures that we were discussing earlier in the week. Still no word from DoD on whether it's confined to a few MOS's or not. Army officials declined to say which or how many soldiers would be affected when it expands its ''stop-loss'' program, which already prevents soldiers in certain heavily used specialties from leaving the military or being reassigned to another unit. But the last such edict, issued Nov. 13, covered all of the more than 110,000 active-duty soldiers whose units are scheduled to deploy to Iraq and Afghanistan between now and May. |

Tacoma Civic Network Decides Hotspots a Security Risk (Jan 04 2004 18:56 GMT) - Tacoma, Washington, has a tremendously ahead-of-its-time fiber optic link run as a utility by the city, but a hotspot experiment has ended due to concerns over security: The network tested out a hotspot at one location, but decided that for security reasons--and also, but less importantly, lack of projectable revenue--that they'd pull the plug. As 802.1X and VPNs rise in availability and importance, it may be that security decisions can be wiped away. |

In a recent article, Ravi Chiruvolu, a partner at Charter Venture Capital wrote that "Venture Capitalists decided that because of cheap engineering talent in countries like India it would be more cost effective to outsource software development.
