- The UN moans and groans about the global digital divide and asks the rich world to spend money to close the gap. Now the Economist describes (Link requires subscription) how a recent study by two World Bank economists, Carsten Fink and Charles Kenny, questions the size and importance of the "digital divide". Fink and Kenny point out that it is economically efficient for poorer countries to have fewer computers, mobile phones, and similar technology. It makes more sense to compare information and communication technologies (ICTS) per dollar of GDP than ICTS per capita and by that measure many developing companies...
