Mixed record for DHS as it enters next phase (Feb 04 2005 20:32 GMT) - John Mintz has done the first comprehensive review of the DHS' performance as it ends the Ridge era. First off, what comes across is the herculean task Ridge -- and all 180,000 DHS personnel -- faced. Taking 22 different agencies and trying to meld them into a cohesive secretariat would be difficult under the best of circumstances, let alone in the face of the unprecedented terrorism threat, so kudos to them for simply continuing to function. In addition, much of the secretariat's most essential initial work to build cohesion, 8 internal initiatives to create a unified information technology strategy, common payroll, personnel, procurement, and a variety of other systems (if that allows them to avoid the egregious DoD spending scandals, it will be time well spent). |
