COSTS OF THE FEDERAL TAX SYSTEM (Oct 19 2005 13:59 GMT) - In 2005, Americans will pay about $2.1 trillion in combined federal taxes. However, the amount of taxes paid does not reflect the total cost to taxpayers -- taxpayers also bear compliance and efficiency costs, according to a new study by the Government Accountability Office. Combining the lowest available compliance estimates for the personal and corporate income tax yields a total of $107 billion (roughly 1 percent of GDP) per year. The GAO says estimating efficiency costs are very challenging because the tax system has extensive and diverse effects on behavior. |

AMTRAK: OFF THE RAILS (Oct 19 2005 13:59 GMT) - Amtrak's board has decided to remove the Northeast corridor that runs from Washington to Boston from the rest of the system by January 2006 -- pending congressional approval -- and turn in over to a government consortium, says Investor's Business Daily (IBD). Amtrak -- a government corporation created because private rail systems could no longer make money on passenger routes -- will still operate the trains but will not have to spend the billions that are needed to build and repair bridges, rails and power systems up and down the corridor; those costs will be paid by the federal government and the states the rail runs through, says IBD. UP IN SMOKE: HOW HIGH CIGARETTE TAXS CREATE CRIME (Oct 19 2005 13:59 GMT) - With a cigarette tax of $2 a pack, fourth-highest in the nation, after another increase took effect July 1, Michigan has been making a name for itself as home to smugglers and other scofflaws of the tobacco tax, says the Heartland Institute. Because most other states have lower tobacco taxes, there is a price differential between most other states and Michigan. Turning that differential into profit has become the goal of criminal enterprises that smuggle cigarettes into Michigan and other high-tax states, selling the smokes tax-free. Furthermore, one-third to one-half of total expenditures is spent on long-term care (LTC) in most states. While some aspects of Medicaid have strict eligibility requirements, LTC benefits have become a free-for-all. But these critics are just trying to scare people, says columnist Steve Chapman.
