Transactions of Decline (Dec 21 2005 21:45 GMT) - by Ian Welsh In comments to my post on Harper's regional policies Jay Currie wrote something which deserves a detailed reply. Ian, as you know I am an ardent decentralist largely because I do not believe for an instant that long term “sharing” does anything but re-inforce the poverty of the have-not provinces. You and I both admire Jane Jacobs and she deals with this phenomena rather brilliantly in her book, The Question of Seperatism. Essentially, these ongoing transfers she calls “the transactions of decline”. What they do is shift resources from productive areas to unproductive ones. |

2005 Hottest Year in Northern Hemisphere (Dec 21 2005 21:44 GMT) - BBC Environment -- This year has been the warmest on record in the Northern Hemisphere, say scientists in Britain. It is the second warmest globally since the 1860s, when reliable records began, they add. Ocean temperatures recorded in the Northern Hemisphere Atlantic Ocean have also been the hottest on record. The researchers, from the UK Met Office and the University of East Anglia, say this is more evidence for the reality of human-induced global warming. Their data show that the average temperature during 2005 in the Northern Hemisphere is 0. |

Bugs Getting Smarter (Dec 21 2005 21:44 GMT) - BBC Medical Science -- Antibiotic "stalwarts" like penicillin and amoxicillin do not work in a significant number of cases, US research has suggested. University of Rochester experts looked at data on almost 11,500 children with a common throat infection. A quarter of those given penicillin and 18% of those on amoxicillin needed further treatment within weeks. Scientists told a Washington conference that newer antibiotics should be used more, but a UK expert urged caution. The data, from an analysis of 47 studies from the past 35 years looking at the effectiveness of various drugs on treating strep throat in children, was presented to the Interscience Conference on Antimicrobial Agents and Chemotherapy in Washington. |

Ships use less fuel per kilo of cargo than road or air transport. So by at least one environmental measure, shipping has good green credentials. But as shipping grows, environmentalists worry that the marine life beneath them may suffer. Areas of concern include the transfer of invasive species from one region to another, either attached to a ship's hull or carried in ballast water tanks. |
