What Is Democracy? (Dec 16 2006 05:35 GMT) - If you were to ask a panel of experts if they considered a nation that has regular elections, elections whose results have a direct impact on the formulation of foreign and domestic policy if that nation were a democracy, most, if not all, would agree that it was a democracy. And what if, in the same country, the nation's constitutional head of state said he was 'delighted' to see the students of his country protesting him, his office and insulting his person, would that same group of experts not say that that nation had a measure of civil society and freedom?
