- The behind-the-scenes negotiations between Reid and McConnell on how the Senate will proceed on the new surveillance bill continued today. To recap, Reid pulled the bill from consideration on December 17, in the face of mounting opposition from Dodd and a number of supporting Senators over telco amnesty. Republicans, with the help of some short-sighted Democrats, tabled the most important amendment to the bill--a substitution of the base bill being considered with a better bill passed out of the Judiciary Committee. On the heels of that victory, the Republicans pushed their luck and started filibustering every amendment the Democrats attempted to offer, finally forcing a cloture vote on the entire bill, without amendments. The Dems managed to hold together and thwart that attempt, and we've been left in stalemate since, with no movement happening other than a 15-day extension of the current law, which otherwise would have expired at the end of the day tomorrow. |
